The Blue List concept was developed as a new tool for conservation and restoration by Andreas Gigon and Regula Langenauer of the Geobotanical Institute ETH, Zurich, as well as Claude Meier and Bernhard Nievergelt of the Zoological Institute of the University of Zurich, Switzerland.
